Letter: Legislators should refund Minnesota's surplus to taxpayers

To the editor:

Last week, I received an unexpected income tax refund from the state of Massachusetts. The check stub gave an explanation as follows:

“In Fiscal Year 2022, Massachusetts tax revenue collections exceeded the annual tax revenue cap set by Chapter 62F of the Massachusetts General Laws by $2.941 billion.  Chapter 62F requires this excess revenue be returned to taxpayers in proportion to the Personal Income Tax liability they incurred in Tax Year 2021.  This check represents what you are entitled to.”

On Dec. 6, 2022, the Minnesota Management and Budget office reported a $17.6 billion revenue surplus. Rather than jockeying for better position at the trough to fund more divisive partisan politics, I would encourage our legislators to enact legislation like Massachusetts and refund the surplus.
