Why is the 4-H flag displayed and not the Minnesota flag?

A reader noticed the flags flying at the Douglas County Services Center near the Douglas County Library and it prompted her to send the newspaper a couple questions: Why is the 4-H flag displayed and not the Minnesota flag? Who replaces the U.S. flag when it’s needed?

We contacted Julie Anderson, Douglas County public information officer and she provided the following information: The county flies these flags at this location to reinforce that the University of Minnesota Extension and 4-H offices are located within the Services Center building.

The American flag is replaced when the facilities maintenance director determines it’s needed.
