Public Notice REGULAR MEETING BOARD OF EDUCATION ALEXANDRIA PUBLIC SCHOOLS ALEXANDRIA, MINNESOTA JANUARY 23, 2023 The regular meeting of the Board of Education of Alexandria School District, Alexandria, Minnesota, was called to order by School Board Chairperson Angie Krebs at 7:00 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota. School Board Members Present: Angie Krebs, Dave Anderson, Pam Carlson, Alan Zeithamer, Maureen Eigen, Shawn Reilly and Laura Knudsen and (ex-officio) Superintendent Rick Sansted. Absent: None Administrators Present: Michelle Bethke-Kaliher, Trevor Peterson, Darcy Josephson, Jessie Hjelle and Lynn Jenc Others: Maggie Timm and 30 guests APPROVAL OF AGENDA Motion by Anderson, seconded by Carlson, to approve the January 23, 2023 agenda. Ayes 7 Nays 0 Motion Carried. CONSENT AGENDA Motion by Zeithamer, seconded by Eigen, to approve the Consent Agenda as follows: • approve the minutes of the December 19, 2022 regular board meeting and January 9, 2023 organizational board meeting • ratify the payment of the December 2022 claims • approve the revenue and expenditure reports for December 2022 • approve employment agreements • approve coaching/co-curricular agreements • approve additional positions • approve resignations • approve leave of absence requests • approve retirements • approve donations and grants • approve extended field trips • approve fundraising activities • approve independent provider agreements • approve the first reading of the following district policies: o Policy 501 – School Weapons Policy o Policy 502 – Search of Student Lockers, Desks, Personal Possessions and Student’s Person o Policy 503 – Student Attendance Policy o Policy 504 – Code of Conduct o Policy 505 – Distribution of Nonschool-Sponsored Materials on School Premises by Students and Employees • adopt the following district policies: o Policy 208 – Development, Adoption and Implementation of Policies o Policy 454 – Staff Development o Policy 455 – Employee Assistance Program o Policy 457 – Comparable Work Value and Equitable Compensation Relationship o Policy 458 – Substitute Teachers o Policy 460 – Domestic Abuse Safety Policy o Policy 470 – Teacher Supervision, Performance Improvement and Evaluation o Policy 471 – Employee Use of Social Media o Policy 534 – Unpaid Meal Charges o Policy 723 – Uniform Grant Guidance Policy Regarding Federal Revenue Sources o Policy 731 – Transportation of Nonpublic School Students • approve the renumbering of the following district policy: o Policy 535 – Shared Time **becomes Policy 537 • adopt the 2023-24 curriculum/program modifications for Discovery Middle School Vote on Consent Agenda: Ayes 7 Nays 0 Motion Carried. REPORTS AND DISCUSSION ITEMS Woodland Elementary School, District Strategic Plan and Mid-Year Update on the district’s Operational Plan. APPROVE FIRST READING OF PLANNING ASSUMPTIONS FOR THE 2023-2024 SCHOOL YEAR Motion by Zeithamer, seconded by Anderson, to approve the first reading of 2023-2024 planning assumptions as presented. Zeithamer – Aye Knudsen – Abstain due to insufficient knowledge on the topic Eigen – Aye Anderson – Aye Reilly – Aye Carlson – Aye Krebs – Aye Motion Carried. APPROVE RESOLUTION DIRECTING ADMINISTRATION TO MAKE RECOMMENDATIONS REGARDING THE REDUCTION AND/OR DISCONTINUANCE OF PROGRAMS AND POSITIONS AND REASONS THEREFOR Member Anderson introduced the following resolution and moved its adoption: RESOLUTION DIRECTING THE ADMINISTRATION TO MAKE RECOMMENDATIONS REGARDING THE REDUCTION AND/OR DISCONTINUANCE OF PROGRAMS AND POSITIONS AND REASONS THEREFOR WHEREAS, the financial limitations of the school district dictate that the School Board must reduce expenditures, and WHEREAS, this reduction in expenditures may necessitate discontinuance or reduction of programs and/or the discontinuance or reductions of positions, and WHEREAS, a determination must be made as to whether programs or positions must be reduced and/or discontinued, BE IT RESOLVED, by the School Board of Alexandria Public Schools - No. 206, as follows: That the School Board hereby directs the Superintendent and Administration to consider the discontinuance and/or reduction of programs or positions to effectuate economies in the school district and reduce expenditures and make recommendations to the School Board for the discontinuance of programs, reduction of programs, discontinuance of positions or the reduction of positions. The motion for the adoption of the foregoing resolution was duly seconded by Member Zeithamer and upon vote being taken thereon, the following voted in favor thereof: All and the following voted against the same: None whereupon said resolution was declared duly passed and adopted. _________________ Chairperson _________________ Date Ayes 7 Nays 0 Motion Carried.
