To approve minutes of the August 4, 2020 Regular Meeting as submitted. Motion carried.
To carry over Rainbow Rider’s unused year 2020 appropriation to year 2021. Motion carried.
To change the 2021 budget to match the difference in Rainbow Rider capital. Motion carried.
To approve the revised Rainbow Rider Board Joint Powers Agreement, subject to the County Attorney’s approval. Motion carried.
To approve the following licenses, as presented by Dave Rush, Land and Resource Director:

To adopt Resolution 20-82: Setting the Douglas County Attorney salary for calendar year 2021 at $125,460.00. Motion carried.
To adopt Resolution 20-83: Setting the Douglas County Auditor/Treasurer salary for calendar year 2021 at $110,000.00 and an additional $8,900.00 for non-statutory Central Finance duties. Motion carried.
To adopt Resolution 20-84: Setting the Douglas County County Recorder salary for calendar year 2021 at $64,575.00. Motion carried.

To move into Closed Session at 10:29 a.m. as permitted by Minnesota Statutes Section13D.05, Subd 3(c) to discuss offer relating to the County’s possible purchase a portion of Lot 5, Section 13, Township 129, Range 38, Ac 12.52 & Lot 1, Ex. 3 Ac, Section 24, Township 129, Range 38, Ac 33.52 (Ida Township) Alexandria, MN. Motion carried.
The Closed Session ended at 11:11 a.m.

Those requests that are approved will come before the full board. The board will also be made aware of those requests that were denied and on what basis, as presented by Char Rosenow, Auditor/Treasurer. Motion carried.
To approve the 2021 budget request for a new 60% Deputy Recorder (1170 hours/year) position [slot 14005] in the County Recorder’s Department and permission to fill not before 1/2/2021. Motion carried.
To approve the 2021 budget request for a new full-time Building Maintenance II position, [slot 4013], and permission to fill not before 1/2/2021. Motion carried.
To approve the 2021 budget request to convert the 80% Human Resources Recruiter/Generalist position [slot 5006] to a full-time FLSA Exempt (40 hour/week minimum) Human Resources Recruiter/Generalist position [slot 5008] on 1/1/2021. Motion carried.
To approve the 2021 budget request to convert three (3) 80% Deputies positions [slot 26A & 26B , slot 27 and slot 28] to full time Deputy positions [slot 105, slot 106, slot 107] on 1/1/2021 and therefore eliminating the 80% Deputy positions, [slot 26A & 26B , slot 27 and slot 28] on 12/31/2020. Motion carried.
To approve the 2021 budget request to convert two (2) 80% Dispatcher positions [slot 78 and slot 79] to full time Dispatcher positions [slot 108, slot 109] on 1/1/2021 and therefore eliminating the 80% Dispatcher positions, [slot 78 and slot 79] on 12/31/2020. Motion carried.
To approve the 2021 budget request for two (2) new full-time Lieutenant (FLSA Exempt - 40 hour/week minimum) positions because there is already enough (management) depth in the Sheriff’s Department. Motion carried.
To approve the 2021 budget request for a new full-time Case Aide position [slot 15085] in the Social Services Department and permission to fill not before 1/2/2021. Motion carried.
To approve the 2021 Extension budget request to move the Extension Horticulture/Agriculture Educator position (state position currently filled by Robin Trott) from 70% to 75% in the 2021 Extension Contract. Motion carried.
To approve the 2021 budget request for an additional full-time Probation Agent (state position) in Court Services (under DOC contract) in the amount of $67,055.00 annually, plus new employee set up costs. Motion failed.
To approve the 2021 Capital Project budget request of $60,000 for Building Maintenance needs. Motion carried.
To approve the 2021 Capital Assets budget request for five (5) squad vehicles in the amount of $197,500.00. Motion carried.
To approve the 2021 Capital Assets budget request for six (6) bullet proof vests in the amount of $7,200.00. Motion carried.

To approve the 2021 Capital Assets budget request for a new mini excavator in the amount of $73,000.00. The rubber tire backhoe Unit 243 (John Deere Backhoe 410G) will be traded in/sold to offset the cost. Motion carried.

To approve the 2021 Capital Assets budget request to replace the failing insulation for better energy efficiency at the Public Works Miltona shop in the amount of $40,000.00. Motion carried.
To approve the 2021 Capital Assets budget request for a new shop hoist in the Alexandria Public Works Shop in the amount of $15,000.00 and authorize the sale of the current shop hoist to offset costs. Motion carried.
To approve the 2021 Capital Assets budget request for two (2) zero-turn mowers in the amount of $16,000.00 and authorized the trade-in or sale of Unit 4038 (John Deer Wide Area Mower 1600) to offset the costs. Motion carried.

To approve Alexandria Area Economic Development Commission's 2021 appropriation in the amount of $45,000. Motion carried.
To approve Alexandria Chamber of Commerce's 2021 appropriation in the total amount of $2,000. $1,000 to be used for the Chamber of Commerce and $1,000 for Pride of the Lakes. Motion carried.
