A motion was made by Englund, seconded by Kalina to adopt the following Resolution setting the Douglas County Commissioner Salary and Per Diem for calendar year 2021:
Resolution 20-81
WHEREAS, MN Statute 375.06, 375.055, 375.065, 15.17, 471.38, and Minnesota State Auditor Opinion provide guidance on County Commissioner compensation, travel expense reimbursement, and per diems for the County Board of Commissioners.
NOW, THEREFORE, based upon that guidance, it is hereby resolved as follows:
1) SALARY: Per MN 375.055 subdivision 1, the County Board fixes county commissioner compensation effective January 1, 2021, at $29,000 (0% increase) annual salary.
2) PER DIEM: The County Board will establish a schedule of per diem payments at the Organizational Meeting in January 2021. Eligible per diem payments will be $100 (0% increase) per diem per day in 2021.
3) INSURANCE: County Board members may participate in any group insurance program instituted by the County Board for County Officers and Employees per MN Statute 375.055 subdivision 5.
4) EXPENSES: County Board members are eligible for reimbursement for necessary expenses in performing the duties of the office as set by this resolution of the County Board.
5) CHANGES (per MN Statute 375.055 subdivision 1(a) & (b)): The salary of a County Commissioner or the schedule of per diem payments shall not change except a resolution adopted by the County Board to decrease Commissioners’ salaries or per diem payments may take effect at any time.
6) PUBLICATION (PER MN Statute 375.055 subdivision 1(a)): Authorizing publication of this information in addition to its publication in the official newspaper of the county as part of the proceedings of the meeting of the County Board, the resolution setting the salary and schedule of per diem payments shall be published in one other newspaper of the county, if there is one located in a different municipality in the County than the official newspaper.
7) IMPLEMENTATION: The Auditor-Treasurer of Douglas County shall implement the approved County Commissioner’s salary and incorporate it into the comprehensive County Budget for 2021.
