To approve minutes of the April 19, 2022, Regular Meeting. Motion carried. The Alexandria City Council and Douglas County Board of Commissioners discussed the following items of interest: Two Mile Radius, deer hunting in City Limits, Chronic Wasting Disease, Bowfishing in City Limits, 18th Avenue, Roundabout Nokomis, and ALP Pole Yard. The County Board took a break from 9:49 a.m. to 10:05 a.m. The Alexandria City Council and Douglas County Board of Commissioners discussed the following items of interest: Library Long-Range Plan, Road extension near Fairgrounds and County Public Works Facility, and Sales Tax for Road Improvements. Commissioner Larson joined the meeting at 10:29 a.m. The Alexandria City Council and Douglas County Board of Commissioners discussed the following items of interest: ARPA Funds and Redistricting. By consensus, the County Board and City Council, tentatively, set a joint meeting for Monday, October 24, 2022, at 5 p.m. at the City Council Chambers. The County Board took a break from 10:46 a.m. to 11:08 a.m. To table the Joint Powers Agreement with Port Authority of the City of St. Paul Property Assessed Clean Energy Program (MinnPACE) and The Rune – MinnPACE Special Assessment & Petition Agreement until the next meeting for county attorney review. Motion carried. To authorize the County Attorney to fill Assistant County Attorney vacancy [Slot 2004] up to a Step 3 if the selected candidate has commensurate experience. Motion carried. To approve the recommendation from DDA to set the Technical Writer job classification at Grade 6. Motion carried. To approve Resolution 22-39 accepting the donation of two hundred fifty and NO/100 Dollars ($250.00) from the Minnesota Sheriff’s Association to be used for the Douglas County Sheriff’s Office Honor Guard. Motion carried. To approve Resolution 22-40 accepting the donation of Three Hundred and NO/100 Dollars ($300.00) from Golden K Kiwanis Club of Alexandria to the Douglas County Sheriff’s Office DARE Program. Motion carried. To approve filling the 60% Deputy Recorder vacancy [Slot 14005] and any subsequent vacancies. Motion carried. To approve Resolution 22-41 accepting the donation of funds in the amount of $250.00 donated by Alomere Health to be used for promotional materials for the TRIAD event. Motion carried. To table removing Conference Room 7 from internal and external use and redesignating it as the Veterans Utility Room, until Commissioners could view the area. Motion carried. To approve the unpaid leave of absence for Jacob Turner, Veterans Service Officer, from May 12 to June 4, 2022. Motion carried. To approve Ms. Rhonda Fuchs serving as Interim Veteran Services Department Head (full time, non-union, exempt, salary position at Step 1 of Grade 11 ($29.28/hour)), effective May 15, 2022, and continuing during Veterans Service Officer’s leave ending June 4. Motion carried. To approve a temporary shift change for Leah Johnsrud, if accepted, in Veterans Service, moving her to a full time, 37.5 hour/week from May 12 to June 4, 2022. Motion carried. To adopt Resolution 22-43 supporting PrimeWest Health as a single source Managed Care Organization (MCO) providing managed health care services in our counties. Motion carried. Commissioner Englund reported to the County Board that the Douglas County Agricultural Association Board of Managers Regular extended the boat and water building lease with the County for 3 years (with lease ending 2/19/2026) or until: a land swap agreement is reached or the city reaches an agreement with the county for the use of the building [See 9/15/2020 Douglas County Agricultural Association Board of Managers Regular Meeting Agenda – Old Business]. To revisit the acoustics and sound system in the Administration Building Board Room for improvements. Motion carried. To accept the County Commissioner Reports including the results of the information gathering or liaison activities; confirming the matters before the board necessitates the committee activity; and such activities has been authorized by the full county board. This motion also authorizes payment of such per diem and travel reimbursement as that individual Commissioners is authorized for, for in performing such duties as requested by completion of the per diem/travel voucher submitted.
