The Board of Commissioners in and for the County of Douglas, State of Minnesota, met in Regular Session this 18th day of May 2021. The full text is available for public inspection in the County Auditor/Treasurer's Office.
To approve the agenda with revisions. Motion carried.
To approve minutes of the May 4, 2021, Regular Meeting, as submitted. Motion carried.
The Public Hearing was opened at 9:05 a.m. in the Matter of the Petitions for Removal of Property from Douglas County Ditch Number six.
Petitions were heard from Michael R. Rachel, Rebecca L. Just, and Douglas A. and Cindy L. Bruggeman.
To recess the public hearing and continue the Public Hearing at the next Board meeting on June 1, 2021, at 9:05 a.m. Motion carried.
To award bid: SAP 021-608-020 & SAP 021-640-003 (CSAH 8 and 40 Roundabout) to Central Specialties in the amount of $973,995.10. Motion carried.
To award bid: SP 088-070-071 (District 4 HSIP Striping) to AAA Striping Service in the amount of $1,051,660.15. Motion carried.
To adopt Resolution 21-54 authorizing final payment in the amount of $84,593.96 to Central Specialties Inc. of Alexandria, Minnesota, for SAP 021-603-034 (CSAH 3), etc. completed project. Motion carried.
To adopt Resolution 21-55 designating County Road 116 (Pilgrim Point Road) between Pilgrim Point Park and CSAH 34 in Ida Township as a Through Highway and authorize the installation of stop or yield signs at all intersecting roadways. Motion carried.
To approve the Resolution 21-56 accepting the donation of One Thousand Three Hundred Sixty and NO/100 Dollars ($1,360.00) from Parkers Prairie Sportsmens Club for Spruce Hill County Park. Motion carried.
To set seasonal/temporary parks groundskeepers and seasonal/temporary library clerk positions at $14.40/hour (Grade 1, Step 9 of 2021 pay grid) starting 1/1/2021 due to the current temporary employment market impacts. Motion carried.
To adopt Resolution 21-57 supporting the grant application for the 2021 2020 State of Minnesota Federal Boating Safety Supplemental Equipment Grant contract agreement. Motion carried.
To adopt Resolution 21-58 supporting the 2021 State of Minnesota Federal Boating Safety Supplemental Patrol Grant contract agreement. Motion carried.
For special approval to hire Kaci Miller, 80% Correctional Officer, to start at Grade 6, Step 4 (due to the intent of the County to award no credit to prospective non-exempt employees having prior work experience, unless special Board approval is acted on). Motion carried.
The County Board took a break from 10:12 a.m. to 10:22 a.m.
To authorize the Board Chair to sign the Corrective Quit Claim Deed to Gerald Alan Fritz and Jeanne Marie Fritz, as joint tenants. Motion carried.
To approve the updated West Central Drug & Violent Crimes Task Force Joint Powers Agreement. Motion carried.

To approve filling to fill a full time Assistant Assessor vacancy and all subsequent vacancies. Motion carried.
To approve $1,428.97 penalty and interest abatement for 2020 tax year only due to COVID-19 for Jeff Brown. Motion carried.
To adopt Resolution 21-59 regarding lawful gambling activity. Motion carried.
