The Board of Commissioners in and for the County of Douglas, State of Minnesota, met in Regular Session this 2nd day of June 2020. The full text is available for public inspection in the County Auditor/Treasurer’s Office.
Approve the agenda with revisions. Motion carried.
Approve minutes of the May 19, 2020 Regular Meeting. Motion carried.
Approve recommending, not requiring, cloth masks for staff/patrons at the Library (COVID-19 pandemic). Motion carried.
Adopt Resolution 20-52 for Reimbursement of Financing of Solid Waste Disposal Projects. Motion carried.
Approve the following hours for the License Bureau: Monday 8:00 a.m. - 4:30 p.m., Tuesday 8:00 a.m. - 4:30 p.m., Wednesday 7:00 a.m. - 6:00 p.m., Thursday 7:00 a.m. - 6:00 p.m., and Friday 8:00 a.m. - 4:30 p.m., for the months of June, July, and August. Motion carried.
Approve lifting the hiring freeze. Motion carried.
Approve filling the Full Time License Clerk vacancy. Motion carried.
Accept the 2020 Drainage & Ag Report. Motion carried.
By consensus, Tom Anderson, Ditch and Ag Inspector, tentatively scheduled the County Ditch #17 hearing on July 20 th at 6:30 p.m. At Public Works Meeting Room.
Approve the County Ditch #6 re-determination of benefits. Motion carried.
Approve the quote from Anderson Construction for the repair of Branch 11 of County Ditch #3 in the amount of $17,670.00. Motion carried.
Adopt Resolution 20-53 for the 2020 Annual Boat and Water Safety Grant Agreement. Motion carried.
Approve Excavator/Landscaper Licenses for: Lakes Area Building LLC; 11076 Twilight Trail NW; Garfield MN 56332, H & H Landscaping; 20081 River Rd NW, Evansville MN 56326. Motion carried.
Approve the Final Plat of Miltona Lakeview Estates First Addition. Motion carried.
Approve the Preliminary Plat of The Shores of Lake Ida with conditions. Motion carried.
Approve the Preliminary Plat of Conkling Addition. Motion carried.
Table action on the application of the Conditional Use Permit for Randy M Anderson to allow the operation of a rental storage business and remand it back to the Planning Commission for additional public comment and exploration regarding approaches to the property. Motion carried.
Approve a Conditional Use Permit for Jet Line Properties LLC to allow a sewer and pipe inspection, cleaning, and jetting service business with conditions. Motion carried.
Due to lifting the hiring freeze, the County will proceed with hiring Aquatic Invasive Species Inspectors, after exploring outsourcing these seasonal personnel, which was found to be cost prohibitive.
Recommend denial of the appeal of Gerald D. Fiecke (PRCL#33-0132-990) Solid Waste Service Fee since the property meets the criteria for the Solid Waste Fee. Motion carried.
Keith Albertsen, County Assessor, presented information to the Board regarding the upcoming Board of Equalization meeting on June 15, 2020.
