The Board of Commissioners in and for the County of Douglas, State of Minnesota, met in Regular Session this 1st day of June 2021. The full text is available for public inspection in the County Auditor/Treasurer's Office.
To approve the agenda with revisions. Motion carried.
To approve minutes of the May 18, 2021, Regular Meeting, as submitted. Motion carried.
The Public Hearing in the Matter of the Petitions for Removal of Property from Douglas County Ditch Number Six was continued starting at 9:05 a.m. Appropriate State Statute and GIS maps were reviewed by the Board.
The Public Hearing was closed at 9:09 a.m.
To deny the request to remove petitioner's property from County Ditch Number Six as conditions in Minnesota Statute 103E.805 were not met. Motion carried.
To appoint Commissioner's Englund and Larson to the newly established Parks Policy Committee and allow a per diem for Parks Policy Committee meetings. Motion carried.
To adopt Resolution 21-61 supporting the 2021 State of Minnesota Annual County Boat and Water Safety Grant Agreement. Motion carried.
To approve Laurie Bonds as an authorized signor for the Fraud Prevention Investigation Grant between the State of Minnesota, acting through its Department of Human Services, Office of Inspector General - Financial Fraud and Abuse Investigations Division, and Douglas County Social Services, as well as the Regional Cooperative Agreements with Grant, Pop, Stevens, Swift, Traverse, and Wilkin counties. Motion carried.
To approve the Recorder's 2020 write-offs totaling $27.00. Motion carried.
To approve document scanning proposal of TriMin Systems and US Imaging, Inc. in the amount of $22,948.20 for the Recorder's Department. Motion carried.
To adopt Resolution 21-62 regarding lawful gambling activity. Motion carried.
To approve a permit for a one-four Day Temporary On-Sale Liquor License for BPOE Lodge 1685 to serve onsale liquor on the premises of the Anderson Farm located at 2350 County Road 45 SW, Alexandria during the 'Anderson Bash' to be held July 23-24, 2021. Motion carried.
Dawn Dailey, Library Director, gave a Library update to the Board, including reporting the Library is conducting another space needs study.
County Board took a break from 9:50 a.m. to 10:01 a.m. Motion carried.

To accept the Environmental Assessment Worksheet for Pilgrim Point Shores as complete and to direct the Land & Resource Director to sign the document and submit it to the Environmental Quality Board to meet the June 1 publication deadline. Motion carried.

To approve Resolution 21-63 accepting American Rescue Plan Act Funds. Motion carried.
To approve moving forward with the Service Center and Courthouse light remodels, with Department Heads included in the design process. Motion carried.
A motion was made by Englund, seconded by Rapp to appoint Dave Zerr as Sauk River Watershed District Board Manager for a 3-year term starting July 1, 2021. Motion carried.
Commissioner Larson left the meeting at 10:50 a.m.
To accept the County Commissioner Reports including the results of the information gathering or liaison activities; confirming the matters before the board necessitates the committee activity; and such activities has been authorized by the full county board. This motion also authorizes payment of such per diem and travel reimbursement as that individual Commissioners is authorized for, for in performing such duties as requested by completion of the per diem/travel voucher submitted. Motion carried.
To adopt Resolution 21-64 concerning the establishment of Otter Tail County Ditch 71 to lower the water level of Nelson Lake and the potential impact on Lake Miltona and other lakes in Douglas County, MN. Motion carried.
