To open the Public Hearing at 9:04 a.m. regarding the 5-Year Highway Improvement Plan. Motion carried. Citizen comment was made regarding their concern about roundabouts and the amount of work on County Road 8 causing hardship for through traffic. To close the Public Hearing at 9:38 a.m. Motion carried. To adopt Resolution 22-10 regarding the County Highway Improvement Plan. Motion carried. To approve advertising for Bids: SAP 021-613-010. Motion carried. To adopt Resolution 22-11 concerning proceeds from the sale of tax forfeited property as presented by Tim Erickson, Public Works Director. Motion carried. To approve purchase of Walk-N- Roll Packer from Ziegler Cat in the amount of $33,720.00. Motion carried. To approve purchase of Manhole Saw from Ziegler Cat in the amount of $27,380.00. To approve advertising immediately to fill a full time Assistant Public Works Director/Assistant County Engineer upcoming vacancy, allowing up to eight months of overlap with the incumbent employee. Motion carried. To adopt Resolution 22-12 regarding lawful gambling activity for Dragonfly Mental Wellness Foundation. Motion carried. To adopt Resolution 22-13 regarding lawful gambling activity for NWTF Leaf Valley Tom’s Chapter. Motion carried. To approve Minnesota Onsite Wastewater Association, Inc application for a 1-Day Temporary On-Sale Liquor License for their event being held at Arrowwood Event Center on February 7, 2022. To deny David Kent’s request for abatement of late penalty on parcel #21-0403-000 in the amount of $194.50. Motion carried. To approve Resolution 22-14 approving Douglas County’s application for funding from the Help America Vote Act (HAVA) Grants Program. Motion carried. To adopt the terms of the Ditch Lien for County Ditch #17 to begin in tax collection year 2023 for a period of 20 years at a rate of 3.0%, with the option to prepay on or before November 1, 2022. Lien amounts less than $500.00 are to be paid as a one-year lien assessment. Motion carried. The County Board took a break from 9:59 a.m. to 10:07 a.m. To appoint Bernice Trousil for a second term on the Library Board (2022-2024) and to appoint Rebecca Albright to the Library Board for a 3rd term (2022-2024). The Board Chair clarified to the Library Director that after each (3) three-year Library Board appointment term is completed, the Library Board shall notify the County Board of a vacancy. The County Board then will decide on a re-appointment or a new appointee to the Library Board, at their sole discretion.
