Meeting Minutes REGULAR MEETING BOARD OF EDUCATION ALEXANDRIA PUBLIC SCHOOLS ALEXANDRIA, MINNESOTA FEBRUARY 27, 2023 The regular meeting of the Board of Education of Alexandria School District, Alexandria, Minnesota, was called to order by School Board Chairperson Angie Krebs at 7:00 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota. School Board Members Present: Angie Krebs, Dave Anderson, Pam Carlson, Alan Zeithamer, Maureen Eigen, Shawn Reilly and Laura Knudsen and (ex-officio) Superintendent Rick Sansted. Absent: None Administrators Present: Michelle Bethke-Kaliher, Trevor Peterson, Darcy Josephson, Jessie Hjelle and Lynn Jenc Others: Maggie Timm and 65 guests APPROVAL OF AGENDA Motion by Zeithamer, seconded by Anderson, to approve the February 27, 2023 agenda. Ayes 7 Nays 0 Motion Carried. CONSENT AGENDA Motion by Eigen, seconded by Anderson, to approve the Consent Agenda with the hiring of the DMS Principal pulled as amended: • approve the minutes of the January 23, 2023 regular board meeting • ratify the payment of the January 2023 claims • approve the revenue and expenditure reports for January 2023 • approve employment agreements • approve coaching/co-curricular agreements • approve resignations • approve leave of absences requests • approve retirements • approve terminations • approve donations and grants • approve extended field trips • approve fundraising activities • approve the first reading on the following district policies: o Policy 507 – Corporal Punishment o Policy 508 – Extended School Year for Certain Students with Individualized Education Programs o Policy 509 – Enrollment of Nonresident Students o Policy 510 – The Pupil Fair Dismissal Act of 1974 Suspension, Exclusion and Expulsion – Chapter 572 o Policy 512 – School-Sponsored Student Publications and Activities o Policy 513 – Student Promotion, Retention and Program Design o Policy 516 – Student Medication o Policy 517 – Student Recruiting o Policy 518 – DNR-DNI Orders o Policy 519 – Interviews of Students by Outside Agencies • adopt the following district policies: o Policy 501 – School Weapons Policy o Policy 502 – Search of Student Lockers, Desks, Personal Possessions and Student’s Person o Policy 503 – Student Attendance Policy o Policy 504 – Code of Conduct o Policy 505 – Distribution of Nonschool-Sponsored Materials on School Premises by Students and Employees • approve the repeal of the following district policy: o Policy 536 – Student Open Enrollment Vote on Consent Agenda: Ayes 7 Nays 0 Motion Carried. DMS PRINCIPAL EMPLOYMENT AGREEMENT To approve the employment of Heather Timm as the Discovery Middle School Principal. Ayes 6 Nays 1 (Knudsen) Motion Carried. REPORTS AND DISCUSSION ITEMS Voyager Elementary School and Lincoln Elementary School. ADOPT PARENT COMMITTEE RESOLUTION Motion by Zeithamer, seconded by Anderson, to adopt the American Indian Parent Advisory Committee Resolution as presented. Ayes 7 Nays 0 Motion Carried. ADOPT REVISED SCHOOL CALENDAR FOR THE 2023-24 SCHOOL YEAR Motion by Knudsen, seconded by Carlson, to adopt the 2023-24 revised school calendar. Ayes 7 Nays 0 Motion Carried. ADOPT RESOLUTION DISCONTINUING AND REDUCING EDUCATIONAL PROGRAMS AND POSITIONS Member Anderson introduced the following resolution and moved its adoption: RESOLUTION REDUCING AND DISCONTINUING EDUCATIONAL PROGRAMS AND POSITIONS WHEREAS, the School Board of Alexandria Public Schools – No. 206 adopted a resolution on January 23, 2023 directing the Administration to make recommendations regarding the reduction and/or discontinuance of programs and positions, and WHEREAS, said recommendations have been received and considered by the School board BE IT RESOLVED, by the School Board of Alexandria Public Schools - No. 206, as follows: That the following programs and positions, or portions thereof, be discontinued: • Agriculture • Band/Orchestra • Business/Marketing • Elementary Education • English/Language Arts • FACS • Gifted/Talented/High Potential • Guidance • Industrial Technology • Instructional Coaches/Coordinators • Learning Resource Teachers • Math • Media K-12 • Music K-12 • Physical Education K-12/Health • Reading Intervention • Science • Social Studies • Special Education • Visual Arts/Media K-12 • World Languages The motion for the adoption of the foregoing resolution was duly seconded by Member Knudsen and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. _________________ Chairperson _________________ Date Ayes 7 Nays 0 Motion Carried. APPROVE 2023 SUMMER SCHOOL PROGRAMMING AND CALENDAR Motion by Reilly, seconded by Carlson, to approve the summer school calendar and programs as presented. Ayes 7 Nays 0 Motion Carried.
