The regular meeting of the Board of Education of Alexandria School District, Alexandria, Minnesota, was called to order by School Board Chairperson Dean Anderson at 7:00 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota.
School Board Members Present: Dean Anderson, Dave Anderson, Angie Krebs, Bob Cunniff, Pam Carlson, Sandy Susag, Alan Zeithamer and (ex-officio) Superintendent Julie Critz. Absent: None
Administrators Present: Rick Sansted, Scott Heckert, Trevor Peterson, Michelle Bethke-Kaliher and Lynn Jenc

APPROVAL OF AGENDA
Motion by Krebs, seconded by Dave Anderson, to approve the June 15, 2020 agenda.
Motion by Dave Anderson, seconded by Susag, to approve the Consent Agenda as follows:
To approve the minutes of the regular board meeting held on May 18, 2020.
To ratify the payment of the May 2020 claims.
To approve the revenue and expenditure reports for May 2020.
To approve the employment of the following individuals:

RESOLUTION TO TERMINATE
To adopt the following resolution:
RESOLUTION TERMINATING THE EMPLOYMENT OF
WHEREAS, the following are substitute teachers in Alexandria School District No.206, pursuant to M.S. 122A.44.
BE IT RESOLVED, by the School Board of Alexandria School District No. 206, that the following be terminated as regular or long term substitute teachers effective June 2, 2020, pursuant to M.S. 122A.44.
DONATIONS AND GRANTS
To approve the submission of grant applications by Alexandria School District to West Central Initiative and the Healthy Choices/Healthy Voices Coalition and to approve the resolution for the following donations and grants:
ALEXANDRIA PUBLIC SCHOOLS TO ACCEPT
DONATIONS AND GRANTS
WHEREAS, the Alexandria School District Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the school district;
WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met;
WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of the Alexandria School District;
THEREFORE, BE IT RESOLVED, by the School Board of Alexandria School District - No. 206, State of Minnesota, to accept the following grants and donations:
•The Math Masters/Math Counts and Robotics teams received a
$7,700 grant from the 3M to help
with registration costs and to
purchase supplies at Discovery
and the elementary schools.
•The Health department received a $10,000 grant ($4,000 in FY20 & $6,000 in FY 21) from the Healthy Choices/Healthy Voices Coalition to support instruction and provide resources to reduce chemical use and risky behavior.
•Carlos Elementary School received a $7,000 donation from the
Carlos Lions Club to be used for
activities, field trips and play
To approve the following fundraising activity:
•DECA students will participate in the Pike & Pint Burger Challenge
to help fund the DECA program.
FIRST READING OF DISTRICT
To adopt the first reading of the following district policies:
•Policy 451 – Leave Request, Staff
•Policy 526 – Hazing Prohibition
•Policy 550 – Student Grading and Assessment
•Policy 551 – Early Admission Policy
•Policy 565 – Meal Account Maintenance Provisions/Unpaid Meal
DISTRICT POLICY ADOPTION
To adopt the following district policies:
•Policy 516 – Student Medication
•Policy 517 – Student Recruiting
•Policy 518 – DNR-DNI Orders
•Policy 519 – Interview of Students by Outside Agencies
•Policy 520 – Student Surveys

To repeal the following district policy:

SCHOOL DISTRICT AGREEMENTS
To approve the following agreements:
•Ice Rental Agreement between the City of Alexandria and Alexandria
Public Schools beginning
September 1, 2020 through
August 31, 2021
•Membership Agreement with Lakes Country Service Cooperative beginning July 1, 2020 through June 30, 2021
To adopt the 2020-2021 Facilities Rental Handbook and Procedures.
To adopt the 2020-2021 Student Handbooks for the six elementary schools, Discovery Middle School and Alexandria Area High School.
IDENTIFY OFFICIAL WITH AUTHORITY FOR MDE
To authorize Rick Sansted to act as the Identified Official with Authority (IOwA) and Maggie Timm to act as the IOwA to add and remove names only for Alexandria Public School District 0206-01.
Vote on Consent Agenda:
Kevin Brezina will share highlights from the Technology Department. A question and answer time will be provided at the meeting.
APPROVE 2020- 2021 FEES AND
Motion by Zeithamer, seconded by Krebs, to approve the 2020-2021 Fees and Prices as presented.
APPROVE 2020-2021 PRELIMINARY
Motion by Susag, seconded by Cunniff, to approve the proposed 2020-2021 budget as presented.
AWARD OR REJECT BIDS FOR DISCOVERY AND CARLOS ROOF REPLACEMENT
Motion by Carlson, seconded by Susag, to award the contract for the Discovery Middle School and Carlos Elementary School roof replacement to the low bidder, Jackson Associates.
APPROVE ADVERTISING FOR REQUEST FOR PROPOSALS (RFP)
FOR LINCOLN ELEMENTARY
SCHOOL PARKING LOT
Motion by Zeithamer, seconded by Susag, to approve the issuance of RFP for the Lincoln Elementary School parking lot upgrade.
AUTHORIZING ISSUANCE AND
SALE OF $1,915,000 GENERAL
FACILITIES BONDS, SERIES
Motion by Cunniff, seconded by Krebs, to adopt the following resolution:
RESOLUTION RELATING TO $1,915,000 GENERAL OBLIGATION CAPITAL FACILITIES BONDS, SERIES 2020A; STATING OFFICIAL INTENT TO PROCEED WITH AND AUTHORIZING THE ISSUANCE AND SALE THEREOF AND PROVIDING FOR CREDIT ENHANCEMENT WITH RESPECT THERETO
Motion by Zeithamer, seconded by Dave Anderson, to adopt the following
RESOLUTION RELATING TO THE FINANCING OF A PROPOSED PROJECT TO BE UNDERTAKEN BY THE SCHOOL DISTRICT; ESTABLISHING COMPLIANCE WITH REIMBURSEMENT BOND REGULATIONS UNDER THE INTERNAL REVENUE CODE
ACCEPT A COMP REPORT
Motion by Dave Anderson, seconded by Cunniff, to accept the 2019-2020 A Comp Annual report as presented.
APROVE SUMMARY OF 2019-2020
DISTRICT OPERATIONAL PLAN
Motion by Cunniff, seconded by Krebs, to accept the 2019-2020 District Operational Plan summary information as presented.
Member Susag left the meeting at 8:50 p.m.
APPROVE WORK AGREEMENT
Motion by Dave Anderson, seconded by Zeithamer, to approve the work agreement between the District and the Cabinet members for the 2020-2021 and 2021-2022 school years.
Member Susag rejoined the meeting at 8:52 p.m.
There being no further business to come before the School Board at this time, the meeting adjourned at 9:20 p.m.
