Public hearing set for expanded housing for homeless veterans

St. Cloud, Minn: - The St. Cloud VA Health Care System has been selected as a site for development of a new building for homeless or at-risk Veterans and their families through public-private partnerships and VA's enhanced-use lease (EUL) program.

A public hearing on the proposed EUL for a permanent homeless housing facility is scheduled for July 27, at 6:30 p.m., in the Auditorium (Building 8), at the VA Medical Center in St. Cloud.

Interested parties and the public are invited to attend the hearing. The full text of the meeting notice reads as follows:


The U.S. Department of Veterans Affairs (VA), in accordance with 38 U.S.C. Sec. 8161, et. seq., hereby provides notice of a public hearing to present VA's proposal and receive views on an Enhanced-Use Lease (EUL) project at the St. Cloud, MN Veterans Affairs Health Care System (VAHCS). The St. Cloud VAHCS proposes to establish an EUL for a permanent homeless housing facility serving homeless Veterans on a preference and priority basis. The permanent homeless housing facility will be located on an approximate 6 acre parcel of land.

IDENTIFICATION OF PROPERTY TO BE LEASED: The St. Cloud VAHCS is located in St. Cloud, MN. The campus consists of approximately 218 acres. The targeted EUL site consists of approximately 6 acres of undeveloped land located in the northwest area of the campus.

DESCRIPTION OF THE PROPOSED USE OF THE PROPERTY: VA seeks to select a developer/lessee for the proposed EUL opportunity, to lease and improve underutilized land on the St. Cloud VAHCS campus, and provide VA with negotiated lease consideration, including permanent housing for homeless Veterans or Veterans at risk for being homeless. The proposed project will improve the quality of life for Veterans by providing stable housing and supportive services.

DESCRIPTION OF THE PROPOSED LEASE: Under the terms of the proposed EUL, VA will lease the site to a respective selected lessee(s) for a term of up to 75 years. The lessee will be required to finance, design, develop, renovate, equip, furnish, construct, operate, and maintain the permanent housing facility in accordance with applicable Federal, State, and local laws, codes, and requirements. In return for the EUL, the respective lessee will be required to provide VA with "fair consideration" as determined by the Secretary, which is to be in the form of negotiated cash and/or "in-kind" consideration. Such in-kind consideration likely will include priority placement for Veterans seeking occupancy into the housing units, and perhaps related services to Veterans. At the end of the lease term, the leased property and the underlying improvements will revert to VA.
