Dining, liquor items fall on council's plate

Three requests involving dining, entertainment and liquor came before the Alexandria City Council Monday night.



The council issued an on-sale liquor license to Home Run Entertainment.

It will open Main Street Brewery at the site of Old Broadway Food and Spirits, which has been closed for more than four years.

The new bar and restaurant at 319 Broadway plans to open Tuesday, May 3 and will feature many of the items its chef, Chris Anderson, featured when he worked at Anderson's Outpost near Miltona - prime rib, chops, chicken, crab legs, steak, fresh vegetables and handmade pizza.

The council held a public hearing before its unanimous vote and no one spoke.

The license was granted on three conditions - that the restaurant complete its application to include information about the seating capacity, square footage of the dining area and the value of the building.

The license, pro-rated for the remainder of the year at $3,375, also allows for Sunday liquor sales.

City Administrator Jim Taddei noted that for a restaurant to have a liquor license, at least 55 percent of its total sales must come from food.

Taddei added that the restaurant had passed a police background check.


Another restaurant that plans to open soon, Bug-A-Boo Bay, received approval to hold three outdoor events on May 21, July 2 and September 3.

Owner John Timmerman said that a live band would play in the southeast parking lot on those three Saturday evenings, starting at about 8 p.m. and going until midnight. The music will be directed back toward the parking lot, not out to the lake.

The parking lot area will be fenced off and security will be provided, Timmerman said.

Timmerman asked for approval because he wasn't sure if the city's noise ordinance would apply.

Taddei said the noise ordinance, which takes effect at 11 p.m., is for residential areas and is an "iffy thing." He said the bigger concern would be for Timmerman to talk to the neighbors to make sure they were informed. Timmerman said he would contact the neighbors.

The outdoor area will take up about 20 of the restaurant's 162 parking spots but it will still meet the city's parking requirements, according to City Planner Mike Weber.

Bug-A-Boo Bay, located along County Road 42, plans to open to the public this Saturday, April 30 at 11 a.m. for lunch. It will offer a full menu all day and DJ and karaoke in the bar at night.


The council also issued an off-sale liquor license to Coborn's Inc., which is doing business as Cash Wise Liquor.

It is purchasing Payless Liquors at 801 North Nokomis Street.

The license application is unusual, Taddei said, because the city, which operates two municipal liquor stores (Downtown Liquors and Plaza Liquors), doesn't issue new off-sale licenses. This license, he said, is a transfer from Payless Liquors that was annexed to the city years ago and allowed to continue operating.

In looking over the application, council member Owen Miller noted that 17 of Coborn's liquor outlets had failed state-mandated alcohol/tobacco compliance checks in a six-year period from 2004 to 2010.

A representative of Coborn's told the council that the company has established an in-house training program to make sure its clerks and cashiers understand the procedures of checking for valid identification when selling alcohol or tobacco products.

The company had just one violation in 2009-2010 and is 99 percent compliant with checks company-wide through March of this year.

The council voted 5-0 to issue the $560 license.
