Nicholas M. You are correct! The most cost effective resource is conservation. But then not many of us reuse our sandwich bags etc. or walk to school or work. If one would replace coal with natural gas, pipelines would need to be built. If that would occur, don't stand in the way as a stampede of environmentalists would convernge at the site in their gas guzzeling S.U.V.s and limmos.

Hooray! Taking negative externalities into account, coal is not the most cost-effective resource that we have.
