if the census is not forwarded, will it be held at the postal service and delivered when mail service in reestablised upon return.

As a census bureau worker, I would like to add that besides the dicennial (every 10 year) census, the census bureau has many ongoing long and short term surveys. The response we get from these surveys gives us info on everything from the unemployment rates to how many children get free or reduced price lunches and a lot of information in between, and the cooperation of the public is critical in gathering the information that Washington needs to know in order to know where to send funding. I would like to thank everyone who willingly participates in census surveys.
