michael w, I'm thinking the frame of the vehicle would block the jamming signal sufficiently if it's low enough power. Maybe not even completely block the signal, but make enough 'noise' that it would be hard, if not impossible, to use the phone? As far as the seatbelt interlock, I think it was tried years ago. (Mopar?), and people just buckled the things and sat on them.
