SIMULCAST REPEATER SYSTEM

CONSTRUCTION BIDS

Sealed bids for the construction of the Simulcast VHF Repeater System for the Douglas County Law Enforcement Center will be received until 2:00 p.m. on September 26, 2012 at the Douglas County Auditor/Treasurer Office, 305 8th Avenue West, Alexandria, MN 56308 at which time and place they will be opened in public.

The project scope of work generally consists of the final design and provisioning of a new simulcast VHF countywide paging system for the Douglas County Law Enforcement Center.

Each bid must be accompanied by a separate bid bond envelope containing an acceptable bidder’s bond in a sum equal to ten (10%) percent of the full amount of the bid including Alternates, executed by the bidder as principal and by a surety, conditioned that if the principal’s bid be accepted and the contract awarded to the principal, the principal, within ten (10) days after notice of award, will execute a contract in accordance with the term of the bid including furnishing all bonds and insurance certificates as required by the contract documents.

Provide three (3) copies of the complete set of bid documents. Each bid shall also be accompanied by a CD which includes an electronic (PDF) copy of the submitted Bid Form and Bid Bond.

The Owner reserves the right to reject any or all bids and/or waive any informality in the bids received and to accept any bid deemed to be most favorable to the interest of Douglas County. The work, if awarded, shall be completed in accordance with the timeline outlined in the Bid Form. Substantial Completion of all work shall be on or before December 31, 2012.

Prevailing wage rates are applicable to this project.

Copies of the contract documents, including plans, specifications, bidding instructions, proposals and plan holder’s list shall be obtained through the office of the Consultant, Elert & Associates Technology Consultants, of Stillwater, Minnesota. Bidders shall request bid documents and express interest in the project by e-mailing John Thompson at john.thompson@elert.com. Electronic plans and specifications are available via e-mail at no cost, or may be purchased for a non-refundable fee of $50 per set or $20 for a PDF set on CD.

Copies of the contract documents, including plans, specifications, bidding instructions, and proposals may also be viewed at the Douglas County Court House, 809 Elm Street, Alexandria, MN 56308 between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday. A pre-bid teleconference for this project will be held on Friday, September 7, 2012 at 9:00 AM.
