The regular meeting of the Board of Education of Independent School District No. 206, Alexandria, Minnesota, was called to order by School Board Chair Dean Anderson at 7:05 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota.
School Board Members Present: Dean Anderson, Pam Carlson, Alan Zeithamer Jim Hafdal, Jean Robley, Dave Anderson, Sandy Susag and (ex-officio) Superintendent Terry Quist.
Administrators Present: Julie Critz, Trevor Peterson, Susan Scarborough, Jill Johnson, Matt Aker and 15 visitors.
CONSENT AGENDA
Motion by Dave Anderson, seconded by Susag, to approve the Consent Agenda as follows:
APPROVAL OF MINUTES
To approve the minutes of the regular meeting held May 21, 2012 and the Special Meeting held May 31, 2012.
DISTRICT CLAIMS AND FINANCIAL REPORTS
To accept the financial reports and to ratify the payment of the May, 2012 claims.
RETIREMENT AGREEMENT
To accept the following retirement agreement, with appreciation for his many years of service to the district:

APPROVE FUNDRAISING ACTIVITIES
To approve the following fundraising activities:
--Boys Basketball – Hosting Pacesetter Basketball Tournament, June 16, 2012 funds raised will be used to offset expenses of the program.
--Discovery Middle School Football – Football Camp on May 29 – 31, 2012 funds raised will be used to offset expenses of the program.
APPROVE EXTENDED FIELD TRIP
To approve the following extended field trip:
--Jefferson High School FFA – to Ponsfond, MN, June 7-8, 2012, to build a trail for the North County Trail.
DONATIONS AND GRANTS
To approve the following resolution:
RESOLUTION FOR SCHOOL
DISTRICT 206 TO ACCEPT
DONATIONS AND GRANTS
WHEREAS, the District 206 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the school district;
WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met;
WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 206;
THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 206, State of Minnesota, to accept the following grants and donations:
--Jefferson High School Dance Team received a donation of $2,280 from the Dance Team Booster Club to fund an assistant Dance Team Coach.
--Community Education received a grant of $2,500 from the United Way for summer literacy opportunities.
--District 206 received a grant of $5,000 from SPED Forms for the 2012-13 school year.
--Jefferson High School Service Learning received donations totaling $1,500 from the Gold K Kiwanis Club and United Way of Douglas County to continue programs.
APPROVE ADULT BASIC EDUCATION LEASE FOR MELROSE LOCATION
To approve the lease with Bringrl LLC, to house the ABE program in Melrose. The lease is effective from July 1, 2012 to June 30, 2014.
SCHOOL DISTRICT AGREEMENTS
To approve the following agreements:
--Security Services Agreement with the City of Alexandria for the 2012-13 school year.
--Agreement with the University of North Dakota for District 206 to provide student teacher supervision and field experiences for the 2012-2016 school years.
ADOPT REVISIONS TO DISTRICT POLICIES
To adopt the new policy and revisions of the following policies:

--530 - Immunization Requirements
--604 - Instructional Curriculum

COOPERATIVE SPONSORSHIP AGREEMENT
To approve the cooperative sponsorship agreement with New Testament Christian School in Boys Football for the 2012-13 school year.
REVISION OF 2012-13 AND 2013-14 SCHOOL CALENDAR
To approve the revisions of the 2012-13 and 2013-14 school calendars as follows:
Hold high school registration over two nights
--In 2013 – Thursday, February 21 and Monday, February 25, 2013. The hours would be 4:00 – 8:00 pm.
--In 2014 - Thursday, February 20, 2014 and Monday, February 24, 2014. The hours would be 4:00 – 8:00 pm.
ROLL OVER OF MILK BIDS
To approve rolling over the escalator bid with Kemps Dairy for the district’s milk products for the 2012-13 school year.
HEALTH SERVICES REPORT
To accept the Health Services Annual Report for 2011-12.

Motion by Dave Anderson, seconded by Robley, to approve the first reading of the District Strategic Plan as presented.

AWARD CONTRACT FOR WORK SCOPE 11-A
Motion by Zeithamer, seconded by Carlson to approve awarding Contract 11-A, Athletic Field Equipment – to Sportscon for $289,980.00. This work scope was on hold from the May 31, 2012 Special Board Meeting awarding contracts for Bid Package #1 on the construction of the new high school.

CUT, SLOPE AND FILL PERMIT WITH DOUGLAS COUNTY
Motion by Dave Anderson, seconded by Hafdal, to approve the Cut, Slope and Fill Permit with Douglas County for road and embankment work at the new high school site.

READ WELL PLAN
Motion by Dave Anderson, seconded by Susag, to approve the Minnesota state mandated Read Well Program for District 206.

Motion by Robley, seconded by Dave Anderson, to accept the report on the 2011-2012 District Strategic Goals and Action Plan.

DISTRICT 206 2012-2013 PRELIMINARY BUDGET
Motion by Zeithamer, seconded by Carlson, to approve the District 206 preliminary 2012-13 budget as presented.

AWARD BIDS FOR CAPITAL IMPROVEMENT PROJECTS
Motion by Carlson, seconded by Susag, to award the contract for District Wide Print Services to Marco for $170,040 and the contract for Voyager Elementary Phone System to Marco for $63,493.

RESOLUTION ESTABLISHING DATES FOR FILING AFFIDAVITS OF CANDIDACY
To approve the following resolution:
RESOLUTION ESTABLISHING DATES FOR FILING AFFIDAVITS OF CANDIDACY
BE IT RESOLVED by the School Board of Independent School District No. 206, State of Minnesota, as follows:
1. The period of filing affidavits of candidacy for the office of school board member of Independent School District No. 206 shall begin on July 31, 2012, and shall close at 5:00 o’clock p.m. on August 14, 2012. An affidavit of candidacy must be filed in the administrative office of the school district and the $2 filing fee paid prior to 5:00 o’clock p.m. on August 14, 2012.
2. The clerk is hereby authorized and directed to cause notice of said filing dates to be published in the Echo Press, the official newspaper of the district, at least two weeks prior to the first day to file affidavits of candidacy.
3. The clerk is hereby authorized and directed to cause notice of said filing dates to be posted at the administrative offices of the school district at least ten days prior to the first day to file affidavits of candidacy.
4. The notice of said filing dates shall be in substantially the prescribed form.

Motion by Dave Anderson, seconded by Hafdal to approve District 206’s membership to the Minnesota Rural Education Association for the 2012-13 school year.

Motion by Susag, seconded by Robley to set a date for a special board meeting on June 26, 2012 at 7:00 AM to discuss superintendent search options and processes.
