REGULAR SESSION

MAY 8, 2012

The Board of Commissioners in and for the County of Douglas, State of Minnesota, met in Regular Session this 8th day of May, 2012. Following is a summary of actions taken at that meeting. The full text is available for public inspection in the County Auditor/Treasurer’s office.

To approve the agenda with additions. Motion carried.

To approve minutes of the April 24th, 2012 Regular Board meeting with the following correction on line 222: "repair on CD 13...". Motion carried.

To approve minutes of the April 25th Redistricting Meeting as submitted. Motion carried.

To move into Public Hearing to consider an application for an off-sale intoxicating liquor license to William and Janice Garrison dba Viking Bay Resort and Lodge, Inc. Motion carried.

At 9:10 a.m. the Board returned to Regular Session.

To approve the application for an off-sale intoxicating liquor license to William and Janice Garrison dba Viking Bay Resort and Lodge, Inc. Motion carried.

To approve the set-up license for Kenneth Jost dba Hardwood Hills Golf Course, LCC. Motion carried.

To adopt Resolution 12-23 approving a gambling permit. Motion carried.

To adopt Resolution 12-24 approving a gambling permit. Motion carried.

To adopt Resolution 12-25approving the County Commissioner Districts. Motion carried.

To take no action regarding the prescription drug program until AMC makes a recommendation. Motion carried.

To accept donations as presented by Sheriff Wolbersen. Motion carried.

To approve the Joint Powers Agreement with the MN Department of Corrections for Work Release Services for fiscal year 2013 as presented by Sheriff Wolbersen. Motion carried.

To approve the Joint Powers Agreement for the administration of Federal HSIP Safety Grant (Project No. S.P. 088-070-033) as presented by Dave Robley. Motion carried.

To approve the request to repair/clean CD #3 as presented by Tom Anderson. Motion carried.

To accept the 2012 Drainage and Ag Report. Motion carried.

To adopt Resolution 12-26 supporting the grant application for cross country ski trails in Douglas County parks. Motion carried.

To approve the Excavator/Landscaper license. Motion carried.

To accept the recommendation of the Planning Commission and approve the conditional use permit for Jeanne A. Sieve parcel number 12-0721-000 to allow 100% credit for an existing pervious pavement driveway with one condition. Motion carried.

To accept the recommendation of the Planning Commission and approve the conditional use permit for Eric Thesing Etal parcel number 12-0787-000 to allow 100% credit for pervious pavers using an approved storm water plan with conditions. Motion carried.

To accept the recommendation of the Planning Commission and approve the preliminary plat of Lobster View with one condition. Motion carried.

To approve the Joint Powers Agreement between DNR and Douglas County for Aquatic Species Prevention and Management. Motion carried.

To approve changes to the Family Medical Leave policy. Motion carried.

To proceed with purchasing equipment needed to video tape the County Board meetings. Motion carried.

By consensus the Board requested that a copy of the IT Director job description be included in the next Board packet.

To approve the Memorandum of Agreement with MN Extension Services for years 2013, 2014 and 2015 as presented by Riaz Aziz. Motion carried.

By consensus the mileage reimbursement issue will be brought back to the next Regular Board meeting.

To adjourn the meeting at 10:55 a.m. Motion carried.
