Separate sealed Bids for construction of Municipal Well No. 18 will be received by Alexandria Light and Power (ALP). The ALP Operations Manager will receive bids until 11:00 a.m., local time, on Thursday, May 17, 2012, at the Utility Office, P.O. Box 609, 316 Fillmore Street, Alexandria, Minnesota, 56308. Bids received after this time will not be accepted. All interested parties are invited to attend. Bids will be opened and publicly read aloud immediately after specified closing time.
The scope of work generally consists of furnishing and installing the following approximate quantities, which have been divided into three (3) separate construction contracts:
Contract 1 – Well Construction: Construction of one (1) 12-inch permanent production well complete with stainless steel well screen and steel drive pipe and casing; gravel pack; grout; vertical turbine pump; pump base, well development and performance testing; water quality testing; removal of existing pitless unit and pump, sealing of existing well; and associated Work.
Contract 2 – Well Building and Pipeline Construction: Construction of one (1) 16 ft x 12 ft steel-sided well control building; concrete foundation; installation of process pipe, magnetic flow meter, and approximately 60 lineal feet of 8-inch polyvinyl chloride (PVC) raw water transmission pipeline; removal of meter manhole equipment, abandonment of concrete vault; and associated Work.
Contract 3 – Well, Well Building, and Pipeline Construction: Construction consisting of the Work described under Contract 1 – Well Construction and Contract 2 – Well Building and Pipeline Construction.
Each bid must be accompanied by bid security made payable to the Owner in an amount of ten (10) percent of the Bidder’s maximum bid price and in the form of a bid bond.
Contract 1 shall be completed and ready for final payment on or before July 20, 2012. Contract 2 shall not proceed until after this date and shall be substantially completed on or before September 7, 2012, and completed and ready for final payment on or before October 5, 2012. Contract 3 shall be substantially completed on or before September 7, 2012, and completed and ready for final payment on or before October 5, 2012.
All Work shall be done in accordance with the Bidding Documents on file in the Office of the Alexandria Light and Power. Copies of the Plans and Specifications and other Bidding and Contract Documents may be obtained from Advanced Engineering and Environmental Services, Inc. (AE2S), 3101 South Frontage Road, Moorhead, MN 56560 for a NON-REFUNDABLE charge of one Hundred Dollars ($100.00) for each paper set of documents requested or Fifty Dollars ($50.00) for each CD.
Copies of the Bidding Documents may be seen and examined at the offices of the Engineer, AE2S, the office of the Moorhead Public Service, and at Builders Exchanges in Bismarck, Grand Forks, Fargo, and Minneapolis. All bidding document interpretations and clarifications should be directed to the office of AE2S at (218) 299-5610.
Alexandria Light and Power reserves the right to waive any irregularities, to reject any or all bids, and to defer acceptance of any Bid for a period not to exceed sixty (60) calendar days after the date of the Bid opening.
All costs associated with preparation of Bids shall be borne by the Bidder.
