FILLMORE STREET UTILITIES AND STREET CONSTRUCTION

Notice is hereby given that sealed bids will be received by the Alexandria City Council, at the Alexandria City Hall, 704 Broadway, Alexandria, Minnesota, until 11:00 A.M., April 24, 2012 at which time all bids will be opened and read aloud for the furnishing of all materials, skill, labor and all else necessary for the Fillmore Street Reconstruction Project, SP 102-129-003 in Alexandria, Minnesota.
Major items include the following approximate quantities:
2,800 CY – Common Excavation
2,000 CY – Aggregate Base Class 5
1,275 Ton – Bituminous Pavement
680 LF – PVC Sanitary Sewer
880 LF – PVC Watermain
580 LF – RC Pipe Sewer
10,700 SF – Concrete Walk
11,680 LF – Concrete Curb & Gutter
Each bid must be accompanied by a certified check or a bidders bond acceptable to the Alexandria City Council in an amount of at least five (5%) percent of the total amount of the bid, payable without condition to the Alexandria City Council. In case the successful bidder fails to enter into a contract or to give bond as required by law within the specified number of days after the award of the contract, such check or bond shall be forfeited as liquidated damages.

Optional paper copies of the Contract Documents may be obtained at the office of Widseth Smith Nolting & Assoc., Inc. 610 Fillmore Street, Alexandria, Minnesota 56308 upon payment of $ 30.00 for each set which is not refundable.
All bids must be submitted on the official forms, prepared by the Engineer for that purpose. Bids shall be directed to the City Administrator, securely sealed and endorsed upon the outside with a brief statement as to the work for which the bid is made.
The Alexandria City Council reserves the right to hold all bids for a period of sixty (60) days after the scheduled closing time set for receiving bids and to reject any and all bids and to award the contract as the District deems in their best interest.
Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.
READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS/THESE PROJECT/PROJECTS
The Minnesota Department of Transportation hereby notifies all bidders:
in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

The following notice from the Minnesota Department of Human Rights applies to all contractors:
"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."
"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."
