Notice is hereby given that SEALED BIDS will be received by the Board of County Commissioners at the Douglas County Auditor/Treasurer Office at the Douglas County Courthouse, 305 8th Ave. West, Alexandria, Minnesota, 56308, until 1:00 pm, July 20, 2011, for the following project.
SP 021-090-004, Minnesota Project No. TEAX 2111(224); length 0.800 miles; grading, aggregate base, bituminous surfacing and bridge no. R0626 on Multi-Use Trail between LeHomme Dieu Beach and CR 85 (Crestwood Drive).

Plans, Proposals and Specifications may be examined and obtained at Douglas County Public Works located at 526 Willow Drive, P.O. Box 398, in Alexandria, Minnesota, 56308. Requests for Plans, Proposals and Specifications must be accompanied by a Check, Draft or Money Order made payable to Douglas County. The price is $50.00 per set which includes Sales Tax.
Bids must be accompanied by a Bidder's Bond or a Certified Check in an amount equal to at least 5% of the total bid made payable to the Treasurer of Douglas County. Bids must be sealed and shall be clearly marked “SAP 021-090-004”.
Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.
READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY
The Minnesota Department of Transportation hereby notifies all bidders:

The following notice from the Minnesota Department of Human Rights applies to all contractors:
"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."
"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."
A minimum goal of 2.1% Good Faith Effort to be subcontracted to Disadvantaged Business Enterprises.
The County reserves the right to reject any or all bids and to waive any irregularities thereof.
