Improvements await Fillmore, Cardinal Lane

Major upgrades are planned for two blocks of Fillmore Street and a 740-foot section of Cardinal Lane in Alexandria. At its February 28 meeting, the Alexandria City Council was informed that the city received a $329,000 federal grant to improve Fillmore Street between 7th and 9th Avenue. Major upgrades are planned for two blocks of Fillmore Street and a 740-foot section of Cardinal Lane in Alexandria.

At its February 28 meeting, the Alexandria City Council was informed that the city received a $329,000 federal grant to improve Fillmore Street between 7th and 9th Avenue.

Since then, however, City Engineer Tim Schoonhoven discovered that the status of the grant is up in the air; the federal projects have been placed on hold.

If the grant doesn’t materialize, the city would have to use other funds to pay for the project.

Schoonhoven said the project is needed to eliminate a bottleneck on Fillmore, which may serve as a crucial detour if the Minnesota Department of Transportation (MnDOT) proceeds with its plan to reconstruct Broadway from 3rd to 8th Avenue in 2014.

The Fillmore project would widen the street from 40 to 48 feet, which would match the width of the road from 3rd to 7th Avenue. The project would also replace water and sewer lines.

No council action was needed on the Fillmore Street grant.

The council also received a feasibility report about improving Cardinal Lane from Latoka Drive and then north about 740 feet.

The project would widen the street to 44 feet and would include curb, gutter, catch basins and storm sewer to handle drainage in the area. It would also involve pavement and driveway repair, and turf restoration.

Residents living along the street requested the city to look into the cost, which, according to the report, would amount to $104,091.

Eighty percent of the cost, $83,272, would be paid by the property owners along the road, based on the amount of frontage they have on Cardinal Lane.

Property owners include the Alexandria Housing and Redevelopment Authority, Jon T. Lee, Vernon Wigdahl, Norman Mattila, Marilyn Dietz and Deborah Third.

Because the road is located in the city of Alexandria and LaGrand Township, those two entities would split the remaining 20 percent of the cost, $20,818.

The feasibility report will be forwarded to the LaGrand Township Board for more discussion. A public hearing will be scheduled with the affected property owners.
