At its December 27 meeting, the city council accepted a petition signed by five property owners to improve the street. It authorized the city engineer to prepare a feasibility report on the project.
The report will examine the cost of the project and whether it makes sense to proceed.
Because the property owners on the west side of the street are in LaGrande Township, the city contacted township leaders to tell them about the petition.
The project would improve a 740-foot section of Cardinal Lane north of its intersection with Latoka Drive. Three parcels of land along the street are owned by the Douglas County Housing and Redevelopment Authority.
If approved, the city would pay 20 percent of the costs and LaGrande Township would also pay a portion of the project. The rest would be assessed to the property owners after the project is completed or they can request to have the assessment tacked onto their property taxes over a 10-year period.
