JULY 19, 2010
The regular meeting of the Board of Education of Independent School District No. 206, Alexandria, Minnesota, was called to order by School Board Chair Dean Anderson at 7:00 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota.
School Board Members Present: Jim Hafdal, Alan Zeithamer, Pam Carlson, Dave Anderson, Jean Robley and Dean Anderson, and (ex-officio) Superintendent Terry Quist. Absent: Judy Florell.
Administrators Present: Judy Backhaus, Julie Critz, Trevor Peterson, Susan Scarborough, Jeff Jorgensen, Jill Johnson, and 10 visitors.
CONSENT AGENDA:
Motion by Hafdal, seconded by Robley, to approve the Consent Agenda as follows:
APPROVAL OF MINUTES:
To approve the minutes of the regular meeting held June 21, 2010, and the special meetings held June 29, 2010 and July 8, 2010.
DISTRICT CLAIMS AND FINANCIAL REPORTS:
To accept the financial reports and to ratify the payment of the June, 2010 claims.
RESIGNATION AGREEMENT:
To approve the following resignation agreement:
•Pengyi Yao, Mandarin Chinese Teacher, Discovery and Jefferson, last day of work was June 10, 2010.
EMPLOYMENT AGREEMENTS:
To approve employment agreements with the following people and that they be paid as per schedule:
•Nicholas Alton, Elementary Teacher, Miltona, effective August 31, 2010.
•Melissa Bright, School Nurse, District-wide, effective August 31, 2010.
•Don Clausen, Technology Integration Coordinator, 91.5 days, effective August 31, 2010.
•Brittin Dahle, Elementary Teacher, Voyager, effective August 31, 2010.
•Sylvia Galbraith, ABE/GED/ESL Teacher, ABE Program, effective August 31, 2010.
•Beth Hartokolis, .50 FTE Elementary Teacher, Lincoln, effective August 31, 2010.
•Julie Stender, Elementary Teacher, Miltona, effective August 31, 2010.
•Kim Stender, .50 FTE Elementary Teacher, Voyager, effective August 31, 2010.
•Melissa Vukelich, Reading Recovery Teacher, effective August 31, 2010.
CO-CURRICULAR LEAD POSITIONS:
To approve the 2010-11 co-curricular lead positions as presented (detailed list available at District Office).
FUNDRAISING ACTIVITIES:
To approve the following fundraising activity: Girls Soccer Team – Hold a Soccer Camp July 26-30, 2010.
EXTENDED FIELD TRIPS:
To approve the following extended field trips:
•Carlos Elementary School 5th and 6th Grade – Southern Minnesota Field Trip, September 15-17, 2010.
•Miltona Science Magnet School 5th and 6th Grade – South Dakota Field Trip, September 20-24, 2010.
•Garfield Elementary School 5th and 6th Grade – Northeastern Minnesota Field Trip, September 28-October 1, 2010.
DONATIONS AND GRANTS:
To approve the following resolution:
RESOLUTION FOR SCHOOL
DISTRICT 206 TO ACCEPT
DONATIONS AND GRANTS
WHEREAS, the District 206 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the district;
WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met;
WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 206;
THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 206, State of Minnesota, to accept the following grants and donations:
•The Miltona Lion’s Club donated $1500 to the Miltona Science Magnet School for a garden storage shed.
•Susan Johnson donated books and tapes valued at $1,875 to Lincoln Elementary School.
•The Target Corporation awarded a $2,000 grant to the District-wide Literacy Team for an author visit during the 2010-11 school year.
•The 3M Foundation awarded a $15,000 grant for Project Lead The Way training for District 206 teachers.
•The Adaptive Bowling Booster Club donated $100 to the Adapted Bowling Team for a transportation upgrade.
ANNUAL AGREEMENT:
To approve the Security Services Agreement between School District 206 and the City of Alexandria for the 2010-11 school year.
BOOSTER CLUB:
To approve the Alexandria Cardinal Dance Team Booster Club.
ADOPT DISTRICT POLICY:
To adopt the following district policies:
•416 Drug and Alcohol Testing
•430 Student Teacher and Intern Supervision
•501 School Weapons Policy
•510 The Pupil Fair Dismissal Act of 1974, Suspension, Exclusion and Expulsion – Appeal Process
CERTIFICATION OF SCHOOL BUS DRIVER COMPETENCIES:
To approve the annual certification of school bus driver competencies.

REVIEW AND COMMENT:
Motion by Zeithamer, seconded by Hafdal, to approve the submittal of the Review and Comment document to the Minnesota Department of Education for the energy efficiency improvement projects at Lincoln Elementary and Discovery Middle School, as presented.

AID ANTICIPATION CERTIFICATES:
Motion by Zeithamer, seconded by Carlson, to adopt the Resolution Authorizing and Awarding Sale of General Obligation Aid Anticipation Certificates and to approve the Trust Agreement with U.S. Bank National Association, as Trustee.

SPECIAL MEETING SCHEDULED:
Motion by Dave Anderson, seconded by Carlson, to schedule a special board meeting for Wednesday, August 25, 2010, at 4:30 p.m. at the District Office, Woodland Elementary School, to interview construction management firms.

There being no further business to come before the School Board at this time, the meeting adjourned at 8:07 p.m.
