The regular meeting of the Board of Education of Independent School District No. 206, Alexandria, Minnesota, was called to order by School Board Chair Dean Anderson at 7:00 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota.
School Board Members Present: Pam Carlson, Jim Hafdal, Alan Zeithamer, Judy Florell, Dave Anderson, Jean Robley and Dean Anderson, and (ex-officio) Superintendent Terry Quist.
Administrators Present: Judy Backhaus, Julie Critz, Bruce McComas, Susan Scarborough, Jeff Jorgensen, Dave Hartmann, Jill Johnson, Rick Nelson, Kevin McMenimen and 26 visitors.
CONSENT AGENDA
Motion by Dave Anderson, seconded by Robley, to approve the Consent Agenda as follows:
APPROVAL OF MINUTES
To approve the minutes of the regular meeting held March 15, 2010.
DISTRICT CLAIMS AND
FINANCIAL REPORTS
To accept the financial reports and to ratify the payment of the March, 2010 claims.
EMPLOYMENT
AGREEMENT
To approve the employment agreement with the following person and that he be paid as per schedule:
••Trevor Peterson, Business Director, District Office, effective April 30, 2010.
RESIGNATION
AGREEMENTS
To approve the following resignation agreements:
••Cliff Orgaard, Agriculture Teacher, Jefferson, last day of work will be May 3, 2010.
••Jammie Fischer, Para, Lincoln, last day of work was March 30, 2010.
••Christa Thompson, Teacher, effective April 19, 2010; (has been on child care leave of absence) last day of work was January 8, 2008.
RETIREMENT
AGREEMENT
To approve the following retirement agreement:
••Randy Pillar, Assistant Principal, Discovery, last day of work will be August 13, 2010.
••Diane Robideaux, Health Assistant, Woodland, last day of work will be June 9, 2010.
••Bonnie Upton, Para, Lincoln, last day of work will be June 9, 2010.
CHILD CARE LEAVE
To approve the following child care leave:
••Amy Revering, Elementary Teacher, Miltona, a child care leave from approximately April 26, 2010 through June 10, 2010.
MEDICAL LEAVE OF ABSENCE
To approve the following medical leave of absence:
••Sue Schwarze, Special Education Teacher, Woodland, a medical leave of absence from March 10, 2010 through June 10, 2010.
REQUEST FOR POSITION
To approve the addition of a special education coordinator position for the district.
FUNDRAISING ACTIVITIES
To approve the following fundraising activity:
••Senior Social II (Service-Learning Project) – 2nd Annual Battling Hunger Dodge Ball Tournament, March 27, 2010.
EXTENDED FIELD TRIPS
To approve the following extended field trips:
••Jefferson High School students to the MN Association of Student Councils State Convention, Grand Rapids, MN, April 9-12, 2010.
••JHS Jazz * and Jazz II groups to the Eau Claire Jazz Festival, Eau Claire, Wisconsin, April 17-18, 2010.
••FFA students to State FFA Competition in St. Paul, MN, April 25-26, 2010.
DONATIONS AND GRANTS
To approve the following resolution:
RESOLUTION FOR
SCHOOL DISTRICT 206 TO
ACCEPT DONATIONS AND GRANTS
WHEREAS, the District 206 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations;
WHEREAS, the grants or donations must meet the goals and objectives of the school district, and in some instances, a specific school program or activity;
WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met;
WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 206;
THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 206, State of Minnesota, to accept the following grants and donations:
••The Eagles Club donated $1,000 to the Dollars for Scholars Program and $200 to the Senior Graduation Party Committee.
••The Kids Ground Water Festival received donations of $500 from the Douglas Soil & Water Conservation District, $500 from the Miltona Lions Club and $500 from the Minnesota Water Well Association.
••The Jefferson High School Band Program received a $300 donation from Jeff and Bonnie Brand.
••The Cardinal Athletic Foundation gave the following donations: $5,000 for the Woodland softball scoreboard, $1,000 for the Discovery swimming scoreboard, $500 for dance uniforms, $1,000 for basketball uniforms, $1,000 for cross country uniforms, and $1,000 for softball uniforms.
••The District 206 Activities Department received a $2,500 donation from the Minnesota State High School League Foundation for a Greg Dale coaching clinic.
••The Auto Club Group (AAA) donated $250 to Jefferson High School for the mock car crash demonstration.

To approve the first reading of revisions to the following policies:
••503 Student Attendance Policy
••505 Distribution of Nonschool-sponsored Materials on School Premises by Students and Employees
••508 Extended School Year for Certain Students with Individualized Education Programs
••509 Enrollment of Non-Resident Students
••513 Student Promotion, Retention, Acceleration and Program Design.
••514 Bullying Prohibition Policy
ANNUAL AGREEMENT
To approve an agreement between School District 206 and Minnesota State University Moorhead-School of Nursing and Healthcare Leadership to provide clinical experiences for their students, for time period of June 1, 2010 through May 31, 2015.
AGREEMENT AND
RESOLUTION TO ADD
SMOKEY TIMBERS TO
MILTONA SCHOOL FOREST
To approve an agreement between the Miltona Science Magnet School and the Smokey Timbers Foundation, and adopt the following resolution to designate the forest land within Smokey timbers as part of Miltona School Forest.
BE IT RESOLVED by the School Board of Independent School District No. 206, State of Minnesota, as follows:
That the forest land within Smokey Timbers property be designated as part of the School Forest land and be named Miltona School Forest.

ABE LEASE
Motion by Zeithamer, seconded by Hafdal, to approve a lease with the Board of Trustees of the Minnesota State Colleges and Universities for classroom and office space for the Adult Basic Education (ABE) program in the ATC Avionics Building for the term of June 1, 2010 through May 31, 2011, for the sum of $10,860.00.

BUS REPLACEMENT PLAN
Motion by Dave Anderson, seconded by Carlson; to approve the bus replacement plan as presented and move forward with the leasing of four handicapped buses (three 72-passenger and one 84-passenger) and one 8-passenger handicapped van using special education funding, and to trade in four buses and one van.

ENERGY PLAN FOR
LINCOLN AND
DISCOVERY SCHOOLS
Motion by Hafdal, seconded by Robley, to approve the Energy and Deferred Maintenance Plan-Phase I with the understanding that identified projects should be presented to the board committee and/or board for approval; to authorize an agreement with Design Tree for design services and an agreement with Ringdahl Architects for architectural services for the boiler project at Lincoln; and to authorize advertising for bids for steam boilers at Lincoln Elementary and a roofing project at Lincoln.

2010-11 CAPITAL IMPROVEMENT, DEFERRED MAINTENANCE AND HEALTH & SAFETY
Motion by Dave Anderson, seconded by Florell, to approve the 2010-11 capital improvement, deferred maintenance, and health & safety projects as presented.

CALL FOR BIDS FOR
CIVIL ENGINEERING WORK
Motion by Carlson, seconded by Robley, to authorize advertising for bids for civil engineering work at the future high school site to complete work on road entrances and wetland mitigation.

2009-2010 REVISED BUDGET
Motion by Zeithamer, seconded by Florell, to approve the revised budget for 2009-2010 as presented.

RESOLUTION DISCONTINUING AND REDUCING EDUCATIONAL
PROGRAMS AND POSITIONS
Motion by Dave Anderson, seconded by Zeithamer, to adopt the following resolution:
RESOLUTION DISCONTINUING AND REDUCING EDUCATIONAL
PROGRAMS AND POSITIONS
WHEREAS, the School Board of Independent School District No. 206 adopted a resolution on January 25, 2010, directing the administration to make recommendations for reductions in programs and positions, and
WHEREAS, said recommendations have been received and considered by the School Board,
BE IT RESOLVED, by the School Board of Independent School District No. 206, as follows:
That the following programs and positions, or portions thereof, be discontinued: Agriculture, Band/Orchestra, Business/Marketing, Elementary Education, English/Language Arts, FACS, Gifted/Talented, Guidance, Industrial Technology, Learning Resource Teachers, Math, Media K-12, Music K-12, Physical Education K-12/Health, Science, Social Studies, Special Education, Special Education Case Facilitators, Visual Arts/Media Arts K-12, and World Languages.
