PUBLIC NOTICE
The U.S. Department of Energy’s National Energy Technology Laboratory has prepared a Draft Environmental Assessment (EA) on the Pope/Douglas Third Combustor Expansion Project, Alexandria, Minnesota. The EA analyzes the potential environmental impacts of providing cost-share funding for the proposed Pope/Douglas Third Combustor Expansion Project in Alexandria, Minnesota. The proposed project would add a third Municipal Waste Combustor (MWC) to complement the two existing MWCs at the Pope/Douglas Solid Waste Management (PDSWM) waste-to-energy facility. The third MWC would have a nominal capacity of 120 tons of waste per day and would double the facility’s overall capacity. The expansion of the facility would enable PDSWM to manage the solid waste of five counties and provide steam to three customers. Excess steam produced at the facility would be used to produce electricity for in-house use or would possibly be sold to the local energy grid.
The public is hereby notified of the availability of the Draft EA. The EA will be available for 30 days beginning on 03/11/2010 and ending on 04/14/2010. Copies are available for review through the Douglas County Public Library System and at the Pope/Douglas Waste-to-Energy facility in Alexandria, MN. It will also be available for review and downloading from DOE’s web page at the following URL address: http://www.netl.doe.gov/publications/others/nepa/ea.html.
