DECEMBER 21, 2009
The regular meeting of the Board of Education of Independent School District No. 206, Alexandria, Minnesota, was called to order by School Board Chair Dean Anderson at 7:00 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota.
School Board Members Present: Pam Carlson, Jim Hafdal, Judy Florell, Dave Anderson, Alan Zeithamer, Jean Robley and Dean Anderson, and (ex-officio) Superintendent Terry Quist.
Administrators Present: Judy Backhaus, Julie Critz, Tom Wieczorek, Susan Scarborough, Jill Johnson, Jeff Jorgensen and 3 visitors.
CONSENT AGENDA:
Motion by Hafdal, seconded by Florell, to approve the Consent Agenda as follows:
APPROVAL OF MINUTES:
To approve the minutes of the regular meeting held November 16, 2009, and the special meeting held on November 25, 2009.
DISTRICT CLAIMS AND FINANCIAL REPORTS:
To accept the financial reports and to ratify the payment of the November, 2009 claims.
EMPLOYMENT AGREEMENTS:
To employ the following people and that they be paid as per schedule:
••Abecca Erickson, Para-professional, Discovery School, effective 11/11/09.
••Dean Kliewer, Bus Driver, effective 11/30/09.
••Alan Patton, Para Bus Assistant, effective 12/14/09.
RESIGNATION AGREEMENTS:
To approve the following resignation agreements:
••Jill Beuckens, Speech/Language Pathologist, Early Education Center, last day of work will be 12/23/09.
••Nathan Engels, Bus Driver, last day of work as 12/4/09.
••Jeanne Hass, Building Security/Parking Lot Monitor, Jefferson, last day of work was 12/2/09.
••Julie Jensen, Para-professional, Voyager, last day of work will be 12/23/09.
••Suzanne King, Para-professional, Discovery, last day of work will be 12/23/09.
••Kelli Knutson, Food Service Assistant, Woodland, last day of work was 11/24/09.
••Heidi Eggert, Cook, Discovery, last day of work was 12/17/09.
••Tom Wieczorek, Business Director, last day of work will be 1/29/2010.
RETIREMENT AGREEMENT:
To accept the retirement agreement with Bonnie Miller, Guidance Counselor (who is currently on an extended leave of absence), effective January 31, 2010, with appreciation for her many years of service to the district.
TERMINATION:
To approve the termination of Phaedra Melton, Para, Early Childhood Special Education; her last day of work was 12/11/09.
EXTENDED FIELD TRIP:
To approve the following extended field trip:
••Alexandria Nordic Ski Team to Giants Ridge, Biwabik, MN, January 6-9, 2010; to compete in a tournament.
FUNDRAISING ACTIVITIES:
To approve the following fundraising activities:
••Boys Basketball Team – Elk’s Club Supper on November 30, 2009.
••Nordic Ski Team – Sell Papa Murphy’s Coupon Cards, November 23 through December 11, 2009.
••Miltona 5th and 6th grade students – Build and raffle a fish house as well as other prizes; drawings to be held on January 5, 2010.
DONATIONS AND GRANTS:
To approve the submission of the following grant application:
••David Hartman wishes to apply to the Minnesota State High School League Foundation for a $4,126.93 in funds to provide a training session for students, coaches and advisors who participate and lead the Activities Programs.
And to approve the following resolution:
RESOLUTION FOR
SCHOOL DISTRICT 206 TO
ACCEPT DONATIONS AND GRANTS
WHEREAS, the District 206 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations;
WHEREAS, the grants or donations must meet the goals and objectives of the school district, and in some instances, a specific school program or activity;
WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met;
WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 206;
THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 206, State of Minnesota, to accept the following grants and donations:
••The District 206 Literacy Team received a $2,500 grant from the Target Corporation to fund an Early Childhood Reading Author Visit.
••Katie Selvog and her fourth grade classroom at Voyager Elementary School received $1,000 worth of supplies during the “A Day Made Better” event sponsored by OfficeMax and the nonprofit organization Adopt-A-Classroom.
••Carlos Elementary School received a donation of $2,505 from the Carlos Lion’s Club for kindergarten supplies and a computer program for special education.
••District 206 Community Education has received a lifelong learning grant of $2,500 from the Minnesota Humanities Center.
••District 206 has received a grant of $600 Environmental Learning in Minnesota School Grant from the Minnesota Association for Environmental Education.
YEARLY AGREEMENTS:
To approve the following District 206 yearly agreements for 2009-10:
••2010 Early Childhood Screening Agreement between School District 206 and Douglas County Public Health.
••Agreement between School District 206 and the Minnewaska, Brandon, Parkers Prairie and Osakis School Districts that District 206 will provide teaching services for Blind or Visually Impaired students for 2009-2010.
••Agreement between School District 206 and Minnewaska, Brandon, Evansville, Parkers Prairie and Osakis School Districts that District 206 will provide Early Childhood Special Education coordination for 2009-10.
••Agreement between School District 206 and Diane Grundyson, an independent contractor, that Ms. Grundyson will provide O & M (Orientation and Mobility) services to District 206 students from September 24, 2009 through August 31, 2010.
••Agreement between School District 206 and Wadena/Deer Creek School District that District 206 will provide a .6 FTE speech/language pathologist to Wadena/Deer Creek School for the 2009-2010 school year.
••Service Agreements between School District 206 and Knute Nelson Home Care for nursing care for identified students in District 206 from January 4, 2010 through June 9, 2010.
ADOPTION OF DISTRICT POLICIES:
To adopt the following district policies:
••404 Employment Background Checks
••409 Employee Publications, Instructional Materials, Inventions, Creations and Presentations
••410 Family and Medical Leave Policy
••420/540 Students and Employees with Sexually Transmitted Infections and Diseases and Certain Other Communicable Diseases and Infectious Conditions
••422 Policies Incorporated by Reference
••710 Expense Reimbursement
FIRST READING OF DISTRICT POLICY:
To approve the first reading of revisions to Policy 503, Student Attendance Policy.
APPROVE FIRM FOR FEASIBILITY STUDY:
To approve an agreement with Hansen, Henley, Yoder & Lamb of Minneapolis, MN to complete a Feasibility Study for District 206 regarding a possible capital campaign as it relates to the construction of a high school.
ADVERTISE AN RFP FOR CIVIL ENGINEERING SERVICES:
To authorize advertising an RFP for civil engineering services at the future high school site.

CERTIFICATION OF 2009 PAYABLE 2010 PROPERTY TAX LEVY:
Motion by Dave Anderson, seconded by Carlson, to approve the District 206 2009 payable 2010 property tax levy of $7,716,803.50 broken down as follows:
••General Fund: $3,880,904.61
••Community Service Fund: $412,936.85
••Debt Redemption Fund: $2,628,689.04
••OPEB Debt Service: $794,273.00

CLOSED SESSION:
Motion by Hafdal, seconded by Dave Anderson, that the board go into closed session at 7:35 p.m. to receive a report on employee negotiations.

SCHEDULE SPECIAL MEETING:
Motion by Dave Anderson, seconded by Robley, to schedule a special school board meeting on Wednesday, January 13, 2010, at 6:45 a.m. to consider ratification of the teacher master agreement.
