NOTICE OF THE
AVAILABILITY OF AN
USDA Rural Development has received an application for financial assistance from the City of Garfield. As required by the National Environmental Policy Act, Rural Development has prepared an Environmental Assessment that evaluates the potential environmental effects and consequences of the proposed project. This notice announces the availability of the Environmental Assessment for public review and comment.
The proposed project consists of replacement of approximately 12,400 lineal feet of sanitary sewer lines, a 3.5 acre wastewater treatment pond expansion, installation of 1625 lineal feet of storm sewer line, construction of a 6,300 square foot storm water detention pond, installation of a new municipal well, rehabilitation of the existing municipal well, and construction of a new water treatment building. Areas affected by the project include the incorporated limits of the City of Garfield and the pond expansion area located directly to the east of the current pond site.
Measures taken to mitigate the environmental impact of the project include the following:
The wastewater treatment ponds will be configured on the expansion site so as not to affect wetlands. Upon completion of the final designs a copy will be provided the Douglas County SWCD to confirm no wetland impacts. During the design phase a drainage plan will be developed for the well and water treatment plant site. Other routine mitigation measures will be taken as described in the environmental assessment.
The alternatives considered to the proposed project include: do nothing, repair, and replace.
