FEBRUARY 26, 2013

The Board of Commissioners in and for the County of Douglas, State of Minnesota, met in Regular Session this 26th day of February, 2013. Following is a summary of actions taken at that meeting. The full text is available for public inspection in the County Auditor/Treasurer’s office.

To approve the agenda with additions. Motion carried.

To approve minutes of the February 12th Regular Board meeting as submitted. Motion carried.

To pay bills in the amount of $598,845.36 as follows:

Motion carried.

To deny the request for abatement of Penalty and Interest for Donald Froemming parcel number 12-0472-000 for taxes payable in 2012. Motion carried.

To adopt the Post-Issuance Debt Compliance policy as presented by Char Rosenow. Motion carried.

To approve the Excavator/ Landscaper licenses. Motion carried.

To accept the recommendation of the Planning Commission and approve the Conditional Use Permit for Robert L. and Jeanne K. Shields parcel number 42-0941-000 to allow retail sales of lakeshore recreational equipment and outdoor storage of watercraft and lifts including display of lakeshore equipment for sale with conditions. Motion carried.

To accept the recommendation of the Planning Commission and approve the Conditional Use Permit for Donald Froemming Etal parcel number 12-0324-000 to allow a non-retail autobody repair shop with conditions. Motion carried.

To accept the $100 donation to the Sheriff’s Honor Guard program from Roger and Betty Reese as presented by Sheriff Wolbersen. Motion carried.

To accept the $100 donation to the Honor Guard program from Delano J. and Norma J. Sorenson as presented by Sheriff Wolbersen. Motion carried.

To accept the $250 donation to the DARE program (for the purchase of supplies and other items needed to promote DARE programs in the area schools) as presented by Sheriff Wolbersen. Motion carried.

To approve the member reassignment to the Central Minnesota Regional Radio User Committee as presented by Sheriff Wolbersen. Motion carried.

To approve/authorize Board Chair to sign the 2013 State Boat and Water Safety Grant in the amount of $18,057 as presented by Troy Wolbersen. Motion carried.

To approve Mr. Woods’ request to purchase computers in the amount of $34,639.92. Motion carried.

To approving Mr. Woods’ request to hire two full time Financial Worker positions to accommodate the anticipated increase in Medical Assistance applicants. Mr. Woods agreed that if program numbers do not increase as anticipated these two new positions would be eliminated. Mr. Woods also received approval to fill any positions in his department that open up due to in house promotions of those two positions. Motion carried.

By consensus the Board Chair directed Commissioner Bales and the County Coordinator to draft a letter of support for Senator Klobuchar’s Asian Carp bill.

To approve reimbursement for additional responsibilities from November 21st, 2012 to January 7th, 2013 at the rate of $1 per hour for Laurel Schlosser. Motion carried.

The County Board Chair appointed the following people to serve on a committee to study the history/appointment of Auditor/Treasurer and Recorder: Bill Schalow, Char Rosenow, Commissioner Bales and Commissioner Stratton and Brent Birkeland.
