Motion to approve agenda. Motion carried.

Motion to approve August 1 and August 7, 2018, Regular Board meeting minutes with corrections. Motion carried.

Deb Anderson, Department of Corrections, presented Department of Corrections Budget Request.

Motion to approve Memorandum of Agreement between Horizon Public Health and Douglas County related to the financial responsibility for Hospice of Douglas County. Motion carried.

Motion to approve Conditional Use Permit, Jay A. Loeffler, Parcel ID 12-0954-000, allowing 100% credit for previous pavers with a stormwater plan. Motion carried.

Motion to approve Conditional Use Permit, CCW LLC, Parcel ID 12-1031-000, to allow operation of microbrewery with taproom and consolidate existing and/or previously permitted uses of a winery, seasonal vendors/market, special events, and seasonal festivals. Motion carried.

Motion to approve Conditional Use Application, Mark and Jill Swanson, Parcel ID 24-0867025, to allow 100% credit for pervious pavers with a stormwater plan. Motion carried.

Motion to adopt Resolution 18-70 for Interim Zoning Related to a Credit Granted for Pervious Pavement. Motion carried.

Motion to authorize advertising for bids for Lake Brophy County Park Bathhouse. Motion carried.

Motion to approve Resolution 18-71 vacating excess County Highway Right-of-Way. Motion carried.

Motion to approve Resolution 18-72 for Contract Final - Liquid Calcium Chloride. Motion carried.

Motion to purchase 11 additional poll pads from KNOWiNK at cost of $14,080.00, to transfer $14,080.00 from capital projects to general fund to pay for this purchase, to increase the 2018 budget for 01-104-204.6603 by $14,080.00, and to authorize the Auditor/Treasurer to sign the agreement with KNOWiNK for the 11 additional poll pads. Motion carried.

Motion to approve valuing Emergency Management Director position. Motion carried.

Motion to adopt Resolution 18-73 approving 2018 and 2019 Public Works Collective Bargaining Agreement. Motion carried.

Motion to approve filling Human Resources & Central Services Assistant vacancy. Motion carried.

Motion to allow County Coordinator's Office to utilize available in-house clerical support until the HR and Central Services Assistant position is filled. Motion carried.

Motion to move into Closed Session at 10:42 a.m. to discuss offer relating to the County's possible purchase of the Easton Place, 229 Jefferson St, Suite 201, Alexandria, MN, as permitted by Section 13D.05, Subd 3(c). Motion carried.

The Board returned to Open Session at 10:56 a.m.

Motion to approve use of real estate attorney in the event an agreement is reached. Motion carried.
