Commissioners Regular Session June 11, 2018

The Board of Commissioners in and for the County of Douglas, State of Minnesota, met in Regular Session this 11th day of June, 2018. The full text is available for public inspection in the County Auditor/Treasurers Office.

To approve agenda with additions and deletions. Motion carried.

To approve May 15, 2018 Regular Board Meeting Minutes. Motion carried.

To approve assessing contract renewals with Alexandria Township, City of Garfield and Lake Mary Township. Motion carried.

To approve Information Security Program overview. Motion carried.

To approve creation of an Applications Analyst GIS Apprentice position (in place of current GIS position) and excluding the 3 years experience requirement, submit it to Triad HR Consulting for PDQ grading/valuing and fill the position. Motion carried.

To authorize County Attorney to fill Assistant County Attorney vacancy starting at a Step 3 if the selected candidate has commensurate experience. Motion carried.

To fill Full-Time License Clerk vacancy. Motion carried.

To fill full-time Office Support Specialist vacancy in Social Services and any subsequent vacancies. Motion carried.

To approve signing the DHS 2019 Housing Support Agreement. Motion carried.

To approve Excavator/Landscaper Licenses for: Burski Excavating, Durable Landscapes, and Lakes Area Building. Motion carried.

To approve Final Plat GoJo Addition. Motion carried.

To approve Final Plat Hinterland Haven First Addition. Motion carried.

To approve $10,000 in funding for the Wildlife Forever/MN AIS Program 2018 Clean Drain Dry & Share Your Catch campaign on KARE 11. Motion carried.

To approve $10,000 in funding for the LB Video Productions and Leighton Broadcasting Short PSA Video production for AIS Prevention. Motion carried.

To approve three-year contract with Alexandria Township for septic services. Motion carried.

To remove from the table from the May 15, 2018 Regular Board Meeting the proposed amendments to the Douglas County Zoning Ordinance as it relates to signs. Motion carried.

To adopt Resolution No. 18-50 approving Cooperative Agreement between Douglas County and Township of Miltona. Motion carried.

To approve Special Event Permits for the following events: Forada Days, Garfield Days, and Millerville Butter Days. Motion carried.

To adopt Resolution 18-51 accepting a donation of $1,000 from the Bruce and Kathleen Pohlig Fund of the Alexandria Area Community Foundation for the construction of bicycle trails at Kensington Rune Stone County Park. Motion carried.

To grant abatement of $655.11 in penalty, interests and costs for Suzanne A Pinto {03-1306-000} from late payment of 2016 and 2017 taxes due to financial hardship. Motion carried.

To approve hiring five (5) Alexandria Technical and Community College federal work study students to work in county offices from August 27, 2018 May 15, 2019. Motion carried.

To create, value and fill an Assistant Facilities Maintenance Director (Transitional) position. Motion carried.

By consensus, the Board agreed to move the appointment of the Sauk River Watershed District Board Manager to the June 19, 2018 meeting agenda.

To approve Hospital Branding Meeting as per diem eligible. Motion carried.

To approve a new CPT Joint Powers Agreement Committee as per diem eligible for Meyer and Miller. Motion carried.

To approve the Fair Board meeting as per diem eligible for Miller and to accept the County Commissioner Reports. Motion carried.

To move into Closed Session at 2:45 p.m. as permitted by Minnesota Statutes Section 13D.03, subdivision 1(b) to discuss the Countys labor negotiation strategy related to the Countys negotiations with unsettled unions, conducted pursuant to sections 179A.01 to 179A.25. Motion carried.

The Board took a break from 2:46-2:49 p.m.

The Board returned to Open Session at 2:59 p.m.
